Welcome and apologies: The Chair welcomed all the members, staff, board, Green Square staff and guests. Apologies recorded. 2. Minutes of the previous AGM meeting held on 26th June 2009 and Matters Arising: Proposed the minutes of 26th June 2009 as a true record: Debbie Seconded by: Mike 3. Presentation by Hilary Gardner: Group Chair Designate of Green Square BOM: Hilary gave a brief outline of her work experience and the future of the group. The group are already doing many of the requirements that are set out by the Government and as per the New Regulatory Framework, now called the TSA (Tenant Services Authority). Housing Associations are given a lot of taxpayers money and we have to be accountable on how its spent. We have to put tenants at the heart of everything we do. There are many ways that residents can become involved e.g. Residents Forum, Scrutiny Panel, Focus Groups, Estate days, Older Persons Forum, Disability forum etc. We need to ensure that residents influ- ence what we do and think of ways to get more residents involved. They have been asked to look at the Total Place i.e. the whole community or neighborhood and not only on our own properties but what is happening in the whole area. Westlea already have a lot of links with other organizations but we need to do more. All our homes, barring one or two have been brought up to the Decent Homes standards. We are looking at ways to do things better and more efficiently and to carry on with building new homes, some for rental, some for sale and some for shared partnership. We need to ensure that our Housing Association delivers what you the tenant want. Question: Who is the Regulatory Board (TSA) Answer: A Government Quango. Its important that HA have someone who regulates them because we are recipients of Tax Payers money so we need to make sure that the money is properly accounted for. Question: Who appoints the board of the TSA. Answer: The Secretary of state. TSA grew out of the Housing Corporation. The Audit Commission inspects HAs. Tenant Inspectors work for the Audit Commission and bring tenants with them when they do their inspections. Question: The numbers here today, at this meeting, reflect the apathy of the tenants. Value for money on repairs and improvements leave a lot to be desired. The resident said that the cost of his refurb cost Westlea 2980. A quote from independent contractors valued the work at 670 and suggested that supplies could be purchased cheaper at B&Q. Answer: Westlea have approx. 7000 homes and resident involvement is a problem experienced by many HA where the figure is around 10%. All the work is scrutinized and we have to ensure that we get value for money and listen to what Residents say. We do regular service reviews and surveys and inspect properties. David and Terri to look at the property in question. 4. District Forum Annual Report: Josie Owens (Chair District Forum) Presentation given by Josie on what the forum has achieved over the past year. Question: How are Residents involved with the Residents Business Plan? Answer: Questionnaires given out at forums eg Older Persons, Disability etc. Approx 200 Residents contacted by Tel. Surveys. The new RBP will be posted out to Residents in May 2010. We already have started on the 2011 RBP. Residents wanting to get involved are welcome to attend. Terri congratulated the District Forum on their efforts especially with their efficiency savings with their budget, hard work on the RBP, influencing what services Residents receive and funding a number of community projects. They work with a budget of 6000 and have awarded this amount to local groups. 5. Residents Funding Group & 250 Club: Evelyn Crossman (Finance Officer) Update on projects and Financial Statement. Copies given out. Funds raised via raffles, community events and 250 club. If anyone has an event happening in their town or village they are to get in touch with Evelyn. All accounts are audited by Westlea every 3 months. 6. Adoption of the District Forum Constitution: Josie Owens Josie read out the changes and called for a vote to adopt the new constitution. Proposed by: Angie Seconded by: Leslie Vote by Residents: 19 for with 1 abstention. Carried. 7. Farewell from Pat Denyer (Vice Chair): Pat gave a brief outline of her involvement during the past 5 years as well a list of the courses attended and education gained during this period.
